fa طراحی سیستم پیشنهاد دهنده ارجاع پروژه به مهندسین ناظر شاغل در سازمان نظام مهندسی (مطالعه موردی: سازمان نظام مهندسی ساختمان دامغان) Developing a recommender system for assigning projects to supervising engineers (Case study: Damghan construction engineering organization) تخصصي Special كاربردي Applicable <strong>مهندسین ناظر بهعنوان مهمترین رکن نظارت بر ساخت و ساز کشور، نقش تعیین کنندهای در بهبود کیفیت و افزایش ایمنی صنعت ساختمان ایفا نموده و فعالیتهای آنان در قالب سازمان نظام مهندسی ساختمان مدیریت میشود. در حال حاضر در موارد متعددی در کشور ارجاع پروژه به مهندسین ناظر در سازمان نظام مهندسی با سیستمی ناکارآمد و بهدور از رعایت شایستگیهای حرفهای انجام میشود. لذا، در این مقاله سعی شده تا سیستم پیشنهاددهنده ارجاعی مبتنی بر شایستگیهای مهندسین ناظر و اهمیت پروژههای ساختمانی طراحی گردد. سیستم پیشنهادی شامل سه فاز است: در فاز اول ویژگیهای کلیدی مهندسین ناظر تعیین شده و مهندسین براساس این ویژگیها و نظر خبرگان خوشهبندی و رتبهبندی میشوند. در فاز دوم پروژههای ساختمانی برمبنای ویژگیهای ذکر شده در مقررات ملی ساختمان، تعیین امتیاز و رتبه بندی گردیده و در فاز سوم با درنظر گرفتن شایستگیهای مهندسین ناظر و امتیاز هریک از پروژهها، ارجاع پروژه به مهندسین ناظر انجام میشود. به منظور پیادهسازی این سیستم، سازمان نظام مهندسی ساختمان دامغان به عنوان جامعه آماری درنظر گرفته شده و نتایج بدست آمده با کمک خبرگان و شاخصهای مرتبط اعتبارسنجی گردید.</strong> نتایج نشان دادند که سیستم پیشنهادی در 87% موارد ارجاعات درستی را پیشنهاد داده است.<br>   Supervising engineers are one of the most important actors in construction industry and have an important role in improving quality and increasing safety. However, assigning projects to these engineers in some cases are unjust and inefficient. Therefore, in this paper a recommender system is developed in which the competencies of engineers along with the features of the projects are considered. This is done in three phases: in the first phase, the key competencies are defined. The engineers are then classified into two classes and ranked in each class. In the second phase, the projects are evaluated and ranked based on the key features selected from the national and international standards. Finally, in the third phase, the projects are assigned to the respective engineers. In order to implement the developed system, Damghan construction engineering organization is selected and the obtained results are evaluated using an expert pannels.
